The Timpanogos Builder/garden Park lien issue has been resolved. There is no longer a lien on the Garden Park Condominiums.
Elite Grounds has been hired to maintain the grounds this year. Their contract includes: weekly parking lot and gutter cleaning, trash pick up, mowing, edging, weeding, trimming, sprinklers, and flower planting. If Residents have any questions or concerns regarding the grounds maintenance call TPM or Garden Park Management. Elite will only take direction from management.
Due to infestations of the Japanese Beetle in Orem, residents cannot plant any vegetables on the grounds or in containers placed on the grounds of Garden Park. Residents may only plant vegetables within their own patio. Please educate yourselves about vegetable planting this year, call Orem City if you have any questions. The government and Elite Grounds will be spraying in June. The City will notify you about this. Orem City has allowed for certain areas to become community gardens for those who would like to plant a vegetable garden this year. Please contact the city if interested. Garden Park will strictly enforce this rule of no vegetable planting and limited flower/shrub planting. Residents who plant vegetables in common areas will have their plants removed by maintenance. Although it has been done previously, Garden Park will not allow residents to plant flowers or other plants in common areas. Residents cannot plant flowers or shrubs UNLESS they get approval from management. Many wellintentioned residents have been adding their personal touch to the grounds of Garden Park. They have inadvertently increased costs and labor when the professional landscapers have to correct errors made. To keep colors and shrubs consistent with the lowest possible maintenance, please ask what perennial shrubs and flowers work well in our area. Please work with management in getting the grounds refurbished to an attractive and harmonious look.
Spring-cleaning has begun. Do not leave personal belongings on HOA common grounds. Warnings will not be given. The items will be removed by maintenance at the owner's expense, and applicable fines may also be levied. We do not want to "junk" up the grounds.
Some feel that they are exempt from following the HOA rules. Any behavior that infringes on the rights of their neighbors will not be tolerated. management will enforce the rules that everyone agreed to follow when we chose to live in Garden Park. Recent examples are residents storing personal belongings in common areas, delinquent dues and RV lot fees, not cleaning up after pets, littering the property, deserted vehicles, and more than one family living in a unit. Many of the violators are upset that they are not given another warning. The rules are clear and many warnings have already been given. Management will strictly enforce all the rules of Garden Park, all owners and their renters agree to follow the rules that govern the HOA. Volunteer committee members could be held accountable they don't enforce the rules. TPM will be glad to hand out another copy of the rules or by-laws to anyone who has misplaced their copy.
Several professional asphalt companies have made bids on the asphalt. The committee has been advised of severe problem that is happening to the asphalt that is right in front (south side) of the clubhouse. Initially, $15,000 was budgeted in the assessment for the northwest parking lot (in front of buildings 4 and 5) to be done this spring. We have been informed, unbeknownest to management or any of the professional asphalt companies last fall that this last winter the asphalt in front of the clubhouse is in extreme deterioration. There are also several areas throughout Garden Park that are in extreme compromise and have deteriorated more than what could have been predicted by the professionals. The lack of proper preventative maintenance over the years has proved to be extremely costly for Garden Park. From the assessment approximately seventy seven thousand dollars will be used to fix the asphalt areas throughout Garden Park. This work will begin Monday, March 26, 2007
The priorities of the assessment have been rearranged to take care of this emergency asphalt problem. The other budgeted assessment items will be adjusted to take care of the HOA asphalt liability at this time as follows:

It is wonderful to finally see the property values at Garden Park increase! Over the past six years others have seen an increase but the values at Garden Park remained flat. Residents were lucky if they could get 100k out of unit. Since the bylaws and rules have been enforced which demand for repairs and maintenance on the grounds and buildings to be kept up, landscaping to be refurbished, strict fines imposed our property values have increased to where units are now selling in the 130k-140k range!! This is very exciting time for Garden Park. Owners and residents alike have received many large benefits from the small HOA fee increases and assessments. Management wants to thank all residents for the cooperation and support, as we all strive to bring harmony, safety and beauty to Garden Park.
Fines will continuously be imposed on Residents who REFUSE to follow the rules with simple things such as littering. Dumping inappropriate items in the dumpsters, not cleaning up after pets etc.... It is shocking to see that Residents will not follow simple, courteous rules that show they care about their surroundings and neighbors. Management will levy fines and increase them with each offense. Failure to pay fines is treated in the same manner as failure to pay HOA dues. Management asks for all residents to be aware and pay attention to the surroundings and neighbors of Garden Park. One resident last week chased away on outsider that walked into Garden Park and tried to dump a mattress into one of our dumpsters! Thanks for sticking up for Garden Park!
The pool, clubhouse, RV lot will not be available to those who are behind on their payments.
